With the resources they've gained over the past decade, a number of tribes are expanding their portfolios and developing gaming operations outside the scope of the Indian Gaming Regulatory Act such as the Mashantucket Pequots' successful bid to operate a racino in Pennsylvania. In this session, a panel of experts will discuss how tribes with experience in gaming can conduct gaming outside of IGRA and what the challenges they face.

The 2005 U.S. District Court decision upholding the rights of the Colorado River Indian Tribes (CRIT) to deny access to the National Indian Gaming Commission in regards to its compliance with minimum internal control standards is under attack as North Dakota Senator Byron Dorgan has introduced a bill to overturn the decision. In this panel, Native American leaders will discuss the impact on the tribes if Dorgan's bill passes.
